Hang time when doing tasks

Specs: Windows 7 home premium, 4 gigs
My computer works perfectly when selecting tasks and looking through files it's just when I try to begin a process such as loading a website etc it's just turns sluggish and is not nice to use? Any way around this? The CPU isn't even working hard it never raises above 20%.

If it is slow loading a website then I would first start looking at you Internet connection,

A crappy Internet connection will be slow no matter how fast the computer is.

Check you bandwidth here and compare it to what you should be getting.

Might be worth running this freebie to remove any dodgy toolbars that could have wormed their way in:
It doesn't install as such, you Save the download somewhere and double click it. Run the Scan. You can then look at the log to see what it found. If you run Clean it will remove anything wicked that it finds.

Another thought is to try running your browser without addons (without knowing what browser you are using I cannot give the detail). If it is OK without addons then it is a matter of finding which one is the culprit.

EDIT: A virus is possible.
