GTX 460 SC 1GB Temp & Fanspeed

Specs: Windows 7 - 64 BIT, 2.794 GHz / 4055 MB
When i do an EVGA OC Scanner test for about 40 minutes the max temp i see is about 73/74 and this is on the OC settings (800 Core) (1600 Shader) and that's when i set my fan speed to 70%, when it was on auto the max temp for those same settings was about 78-80. I have some questions which are,

1) Is it safe to have your fan set to always on 70% (minus the noise it really does help the temps)

2) Is there any way to have the fan go to 70% only when on load like if i was on desktop it could set itself to auto and when i start a game it could go to 70%?

3) I hear max temp for these kind of cards are like 95/100 ( not that i would ever go that high) just wondering is that accurate?

1. Yes it's safe. I have got 9600gt from a friend and gpu fan is 100% all the time(iam using evga precision).

2. I believe that setting doesn't exist. U have to set manual or auto.

3. Max temp for Nvidia 9000 - 500 series is 105c.

Wouldn't it cause the GPU Fan to burnout(die) faster if i always kept it at 70%?

Running gpu fan 100% will not cause any harm.
