You post isn't making much sense. I assume you want to convert 8mm film to digital? What does an Elmo film projector have to do with it. And if you want to do this frame by frame, do you realize that 8mm ran at 16 frames per second? It would take months if not years to convert if done frame by frame.
There are many places you can take your 8mm film to and have them convert it to digital. Just about any camera store can do it and many places like Target or other large super stores can do it as well. It would make a lot more sense to have someone do it professionally.
You may laugh but I once got surprisingly good results by projecting onto a white sheet then filming the screen with a camcorder. You need a tripod and have to set things up carefully (focus etc), also put the camcorder as close to the projector lens as possible to minimise parallax.
