If you don't know which .dll file you are missing, go HERE and scroll down the page until you see Windows .dll error message or .dll errors when trying to do something within Windows and not a program. Follow the instructions. i_Xp/Vista/W7User

The only reason I can guess for turning back the system date is to try to fool a program with a trial period that has expired. Most likely the program is smart enough to know you are trying to fool it by turning the date back and that's most likely the program that's giving the dll error. But as already noted, this is an old post so the OP has probably already fixed it or moved on.
