What file system were you trying to format the flash with ? Many if not most flash drives have to be formatted in FAT 16 or FAT 32. Some flash drives will not indicate full capacity if Formatted with FAT32 and so must be done with FAT16
GO to your Command Prompt in Windows (CMD)
and type in:
FORMAT X:/FS:FATYY [were X = the drive letter of the Flash Drive.
and YY is either 16 or 32 the required size for your Flash Drive.]Windows often uses the term RAW when it doesn't know which file system to format with, or the file system your trying to use is not compatible to the drive.
