fans not working unless i touch it

Specs: Windows 7
i bought a new computer with i7 ,intel desktop board ,ram ddr3 4 gig kingston, 1tb wd hdd. it was working properly. its got 3 fans. the fans will not work untill i push the blades of the fan. why?
only the fan in the power box is working correctly but making so much noise

What spec powersupply? Total wattage rating and amps on each voltage rail?
Is this a new machine covered by warranty?
Have you checked BIOS for System Health settings?
It may be that the fans will only start to spin once a minimum temperature threshold has been reached.
Were they working properly when you first got the system and this problem only recently developed?
Could environmental factors be contributing? ( Heavy smoker using it or very dusty or high humidity?)

Powersupply: Powerlogic 450 watts(Included in casing)
3 yrs warranty for powersupply.
I haven't checked BIOS for System Health settings. I don't know what it means.
Hmmm....I think 2 of my fans are working properly. The other one wouln't start untill i push the blades of the fan.
It seems that i only built the system 2 days ago so i don't think the problem only recently developed.
No smoking, not high humidity and not very dusty either.

Only the fan of the power supply is making so much noise.
