fans loud after installing new graphics card

Specs: Windows Vista Ultimate 32-Bit, AMD Athlon 64 3500+ 2200MHz AM2 Orleans
I bought a VisionTek - ATI Radeon HD 5450 512MB DDR PCI Express Graphics Card for my Compaq SR1834NX and when I turn it on with the new video card in, the fans are really loud and the computer won't even boot up. When I take the graphics card out, the computer turns on and boots up normally. What did I do wrong and is my PSU to low or something? I don't want to have to return it, but much help is really appreciated!

Did u set initial display to pci express or peg in bios?

It gives me three graphic options in the bios, PCI, PCI-EX, or Onboard Graphics. Which one should I choose? The graphics card I'm installing uses the PCI-Express Slot.

Hopefully you didn't buy the Radeon HD 5450 for gaming because it is NOT a gaming card, it's a general purpose HTPC card. Newegg sells them for well under $50. Here's one for just $20 after rebate & it uses DDR3 memory:

The new card should work immediately regardless of the initial display setting. It could be your outdated board doesn't recognize PCI-e 2.0 cards.
