Fan revs up to very high speeds

Specs: Windows Vista Home Premium
My computer is 2 years old and I use it mostly to do research - so i don't play online games etc. Yet there are moments when the fans just seem to rev up out of the blue and it sounds like the whole thing is just going to take off! I have also noticed that some web sites seem to cause the fan to rev up more than others.
Any suggestions to what might be wrong?

I think the rpm change when cpu is doing heavy things. If it has a lot of noise, u can try to remove it and clean it.
