Please note that for functions to work on desktop machines before boot up your keyboard either needs to be PS2 type or USB hard wired keyboard that is plugged directly into the rear motherboard USB connector that is directly on the motherboard and connected directly to the chipset. USB ports that are connected through a hub, USB expansion card, USB onboard chip other than the main chipset (a lot of early USB3 ports are like this), and some front USB ports.
See if you can set into Safe Mode and if the system reacts better in safe mode. If it does then perform a system restore to a date well before your issues began. Then run Malwarebytes, remove all it finds and post back (copy/paste) the log here for review. If your system is bogging down with a lot of junk, these may be the first of a lot of steps to cleaning it out, but it can be cleaned without reinstalling if you are willing to do the work. There are others here who are very experienced in helping with this so depending on what you find, they will probably jump in to help.
