External USB Drive to Ethernet?

Specs: Windows XP Home Edition, Intel Pentium 4 With 4 Gigabytes RAM
So I have an external hard drive that is USB and connected to my main computer. Just I want to be able to use the drive without turning on my computer any time I want to access it. Is there any adapters or something that will let my Hard Drive be a network drive? Just curious.

Maybe I'm misundertsanding, but how do you expect to access it without turning on the computer?

You could use a network storage device similar to Linksys MSLU2.
