External drive has more wires than the case

Specs: Windows Vista
I have an IDE external hard drive and I had to get a new case for it because the power wire fried on the old one. My problem is the drive has 2 wires and the case has 3. The case is IDE/SATA compatible. We turn it on and it powers up but the computer does not recognize it at all. What are we doing wrong? Does that third wire need to be plugged in somewhere?

are you hooking up the USB cable, needs power and the usb connection, unless you have an external sata pluggin?
