error 45 in windows settings for dvd

Specs: Windows 8.1
dvd does not appear in windows, no upper or lower filters in registry, no drive letter, dvd lights up and spins but windows does shows it is disconnected in my laptop
tried resetting control set, dvd is in BIOS,

Have you looked in Disk Management to see if it shows up there?

Did you manually remove the filters?

Does the DVD drive show in Device Manager?

OP doesn't say where the error code comes from, but I'm going to assume it's from Device Manager. In which case, for reference, "Currently, this hardware device is not connected to the computer. (Code 45)"

With that out of the way, the drive is dead. If this is a removable DVD drive, you can try cleaning the contacts in both the laptop drive bay and on the DVD drive itself, but chances are the drive is dead.
