Specs: , 2GB DDR3 PC3-10600/133MHZ
will not boot UP power applied causes a long constant signal. there was 1GB DDR3 replaced it with 2 2GB pieces of ram. I tried putting the original ram back but it still a long constant signal.

From what I could find, your board is out of an eMachines EL1850-xxx desktop (the '-xxx' varies by model) & accepts up to 4GB (2 x 2GB) of DDR3-1333, so the RAM you have should be compatible. The single tone is due to the RAM not being fully seated in its slot.

Unplug the power cord, lay the tower on its side, then snap the RAM in & out of the slots a couple of times. Push down firmly so that both ends of the RAM stick 'click' into place, making sure the locking clips are fully engaged:
