Does video memory reduce overtime?

Specs: Windows 7 ultimate , Intel core i5 2540M/4gb
I have this HP laptop that I acquired back in 2015. I.'ve installed numerous applications, games in particular and results have always been satisfactory. My problem in particular is in one of the games(GTA 4). Iused to run the game very well (2016-2017) with zero errors. Am surprised this year that I cant run the game on the same laptop.
N/B The game version I used to run(2016/2017) was 18gbs
. . . . The current game features only 14gb
What could be the problem?

Use Task Manager to see if there are any background programs that can be dumped or set to run on demand only. These can hog resources.

Malware can also cause slowness so run these two as they often unearth malware that other programs miss:

Download and "Save" the file somewhere. Go to the saved file then double click it to run the program. Run the "Scan", followed by the "Clean & Repair".

(use the "Free Download" button rather than the "Buy Now" button).
After the install go to "Settings > Protection". Under Scan Options move the "Scan for rootkits" slider over to On and Run the Threat Scan. Quarantine anything it finds.

In addition to above, consider uninstalling programs you never or no longer use.

You have to be a little bit crazy to keep you from going insane.

Don't confuse memory & storage space. If your question is about an Elitebook 2560p & you've never upgraded it, it probably has 4GB memory & a 320GB HDD. The more expensive versions had a small SSD, either 128GB or 256GB. The Intel HD Graphics 3000 are integrated in the CPU & has no dedicated video memory. The graphics borrows whatever memory it needs from system memory. If you're not happy with your gameplay, try lowering the game settings & the in-game screen resolution.

Do you get any error messages when trying to start the game? You might try uninstalling and reinstalling the game.
