Does not boot

Specs: Windows XP
When I power up the system, only the power supply fan and the motherboard fan turn on. There is no beeping. I unplugged all cables and memory sticks and reseated them. This did not fix anything. There are lights on either side of the start button. The left light is green and the right light is yellow/orange.

I also unplugged the power cord and held the start button for 30 seconds. This did not fix anything.

Test all voltages at the output side of the power supply.

jefro, thanks. Can you clarify as to how I go about doing this? Do I have to go inside the power supply itself...or can I test it from the connectors? If via the connectors, which one is best?...the one going to the motherboard? Is the GREEN wire the one to use? Thx
