It's either bad HDD (hard disk drive), or bad CD/DVD ROM, or bad CD/DVD Disc. Could be a different hardware issue as well (motherboard, HDD controller etc).
Detemine the Make of Hard drive (Hitachi, Toshiba, WD, Segate etc), by removing the hard drive from the laptop, it's easy. Then put it back in and test the HDD with the manufacturers HDD diagnostic tool via bootable CD or floppy, from their websites.
Yes, new HDDs can go bad. I see it ALL the time. Laptop HDDs suck, but just a lot.
