Disable MipMapping / LOD BIAS

Specs: Windows XP, Core 2
Got one for the gaming crowd out there. I use to be able to disable Mipmapping altogether back in the day, or at the very least turn the BIAS down to -24 in DirectX. I can't remember the utility I used, I was thinking RivaTuner, but RT only lets me choice -3.0 BIAS at maximum. I think there was another version, or other tweaking utility that allowed turning off mipmapping completely, but for the life of me I can't remember what it was. So does anyone know of a utility that will either a. disable mipmapping, or b. turn the BIAS back down to -24.

The goal here is to get the quality back in textures viewed at a far. Mipmapping blurs textures past a certain point and is generally bad for detail. Thanks

Ah, found out thru some digging that in RivaTuner the maximum negative bias setting can be adjusted to -15 from -3 in the power user section. While this is not the full answer I am seeking, it has improved visual quality at mid range distances.
