What is the best OS for testing random computers and hardware? (USB or SATA)
Not every computer has good BIOS diagnostic tools.

Check out Sisoft SANDRA. The free version disables many of the modules but it will give you an idea of the capabilities. Belarc Advisor is very comprehensive as far as what hardware and software is installed. It is free.
Speccy is another one like Belarc Advisor, and is also free.

I sometime use CCleaner (free) for a bit of registry checkup.http://www.piriform.com/ccleaner
For a more complete diagnostic, SiSoft Sandra has a Lite version of their tool that is also free.
CCleaner, excellent though it is, does not test hardware.
For testing hard drives, most manufacturers have diagnostic software you can download from their sites
