Dell GX270 steady orange light no boot

Specs: Windows XP, P4 2.4Mhz
Dell GX270 Heat sink fan will power up when button is pushed, Hard drive will not spin though. Checked harddrive with IDE controller everything was good. Had power supply tested puts out 11.6volts. Replaced motherboard with new motherboard same problem. Removed all memory replaed with kown good memory same problem. Disconnected all hard ware CD and Floppy same problem.

Check your processor. Maybe its faulty. You cannot get you system to work if its the processor

Make sure both motherboards do not have bad capacitors [ ] , just because the Power supply is putting out voltage, doesn't mean that it's wholly good....sometimes they don't work under electrical load or can work/not work intermittently or slowly fail. I'd try another PSU.

When my GX270 desktop boots to the steady orange light, I power it back down and unplug the power from the back of the systems unit. I plug the power cord back in after 10 seconds, and the system boots up fine. This does not mean I diagnosed the problem, but I do have a workaround short of spending $.
My PC is a refurb from a third party, Joy Systems. It is a warranty replacement for a previous system that simply failed to power on at all after several good starts.
