Dell Dimension Power Button is orange all the time

Specs: Windows 7
As soon as I plug the computer in the power button is orange. CPU fan and power supply fans work CD tray opens and closes, Aux Pwr Led stays lit. When I Push and hold the power button in for a few seconds everything goes off. Push the power button again and it's back to the same thing. The power button shouln't be on when first plugged in and should turn green when computer boots up but this doesn't happen anymore. A freind of mine said that the motherboard is toast. Need help

On Dell computers, an orange light on the power button indicates a failed power supply.

Is there a certain voltage that I need to check for?
These power supplies are hard to come by so I need to check it out down to component level.

Why are those power supplies hard to come by? Post your full Dell model number. Using a meter on a power supply doesn't test it under load. Any test equipment you could get that would perform a meaningful test would cost far more than a new PSU.
