Did it ever work correctly?
It may be a bad install or bad application too.
Run a clean install of Vista in a Virtual Machine, don't have to register it just run a VM and see if it works. The 1600SC will not fully support VM's unless you had the last batches of 2.8+ xeon'sI think.
Might have to install and run in compatibility mode.
If you do try memtest, you need to change some bios setting otherwise it fails. I think it is like disable legacy usb support in bios. It reserves some area of memory until the OS takes over usb keyboard and mouse.Then memtest fails. Cost dell a lot.
