Cpu will not boot fully when gpu is in slot

Specs: Microsoft Windows XP Home Edition, 2.799 GHz / 2559 MB
OK, a couple of years ago i bought a computer, a w3622 emachine. As of 6 months ago i pretty much replaced every thing but the PSU, hard drive, and disc drive. Just to clarify i replaced the MOBO, CPU, and CPU mounted fan. Every thing was going fine until I put in and installed the GPU. My GPU type will be listed at the bottom. At first the thing started up with no prob but then the computer started to stall on boot up's. When it did stall i just turned off the power and waited to couple of seconds and restarted. I did that a couple of time till it would post and boot all the way threw. Some times i will turn off the computer to give it a rest and every time since then the time between it booting fully takes sometimes a hour.
OK to clarify how it stalls i will try and explain. i turn on the power button and the lights come on. Every thing sounds like its working. The HD spins and the CPU fan spins and the GPU fan spins. On the screen the type of GPU in the slot is advertised on the screen but does not go form there. On a Normal boot it will go from the GPU screen to type of MOBO i have to the bios screen to the loading window screen My MOBO has on board video unit and when i unplug the GPU and plug it into the on board video it will boot fine with no prob at all. O, sorry about me trying to describe the normal boot up sequence. I tried my best at describing it. I have a idea that it might be the PSU not having enough power but i came here to ask you guys and gals for help. So can any one help me, please.

Bestec ATX-300-12E 300w ATX Power Supply
80GB SATA II (7200rpm, 8MB cache)
I don't know anything about the disc drive.

You have answered your own question.

Ditch the bestec PSU. It is incapable of carrying the load the GPU places on it.

Exactly right. Invest in a new PSU. Here's a low cost suggestion:

Corsair 400W PSU
