Solved CPU having high temps.

Specs: Windows 7 Home Premium x64, 6.00
My GPU is at about 86C when just web browsing. My games start a 60+FPS, 5 mins. after, It goes down to 1 FPS. Then it repeats. I have a Geforce 9800 GT. I have 6 GB of Ram. I am using Windows 7 Home Premium x64.

What is your CPU temp? System temp? Avg room temp? How many case cooling fans do you have & how are they configured? Did you mess with the fan or heatsink on the card?

I meant to put GPU in the title sorry. All of my other temps are about 40-45C when just web browsing. I have 1 case cooling fan. All of my fans are at 100%. I did not mess with the fan or the heatsink on the card. I have dusted it already hoping that would fix it. And it didn't.

Make sure that your rear fan is set to exhaust the hot air out of your case.
Make sure air intake vents in the front are not blocked with dust.
Make sure that your GPU heat sink is not clogged with dust.
Visually make sure that your GPU fan is turning.
Make sure that the GPU heat sink does not move when gently twisting it.
Consider replacing your rear case fan with a model with a higher CFM model and dual ball bearings (look for high CFM but low Db).

You have to be a little bit crazy to keep you from going insane.

Okay I'll get to that when I have the time to.

Edit: Okay so I have enough time to finally check my graphics card for any dust clogged in it. sorry it took so long. I just went to vacation for a couple of days.

I ended up cleaning my GPU fan for about 10 minutes. That fixed my problem. Thank you very much Fingers.
