Computing Reboot Problem

Specs: WinME
My computer will freeze. I have to turn it off. Then when I press the power button it will try to start up, but the fan will not come on. I can keep pressing the button on/off, on/off..........finally the fan will come on, and then everything loads like it should. Does anyone know what my problem is?

I think the psu is bad,try to replace psu.

Overheating CPU would be my first guess since it won't restart immediately but will do so after it has time to cool a bit.
Have you checked system temperatures and/or cleaned out the builtup dust from the CPU fan?

If it's cpu overheating the pc will shutdown itself.Iam not saying it can't be cpu overheating.

I do not hear any beeps. I can set there and press the button on/off, on/off maybe as many as 20 times...finally the fan will start back up and the computer will load up...If the fan is not running the power light will be yellow...when the fan starts up the power light turns green...I have cleaned the fan
