computer won't start up

Specs: Windows xp
i shut down my computer and went to start it up the next day. i pushed the power button and it lights up like it wont's to start but the light just keep blinking on and off and won't power up. i left it set for a while to see if it would start and it didn't. i checked all my connections, they are ok.

Disconnect PC from mains socket.
Press & hold in the front power button for 20 seconds, then release it.
Plug the PC back into the mains socket.
Try turning it on at front power button.

If that still doesn't work, you very likely need a new PSU.
When choosing a new PSU, take the opportunity to choose a more powerful one (ie higher output wattage).

The Amps of these rails(+3.3v, +5v & +12v) do matter more than wattage.
A good unit should have more amps on +12v rail than any other rails because it feed power hungry components like v-card & CPU.
