Computer won't start after video card upgrade

Specs: Windows Vista Business
Hello, I installed a newish video card, an ATI Radeon Saphire x 800 XL, and, I tried to boot and there was no video or beep. I originally had a PNY Verto FX 5200. I replaced the original card and there was no video or beeps either. The system has

Intel D865GBF MoBo,
1.5 Gb. PC 3200 Ram, 3x 512 Mb.
1x 80 Gb. IDE Hard Drive
1x 300 Gb. SATA 150 HDD,
Ultra TX 133 PCI Expansion Card,
Creative Sound Blaster CT 4700,
Pinnacle Fire Wire Add in Card,
PNY Verto FX 5200 Graphics card,
Intel Pentium 4, HT, SSE1&2.

I'm guessing that the x800xl overloaded an underpowered power supply.

The power supply was a 400 watt PS. I tried a different one, a 350 without the Hard drives of the optical drives.
