computer wont boot up

Specs: Windows vista home premium
i turn my comp on and it wont get past the packard bell digital playground screen, i cant even push F2 to open windows in safe mode

It's F8 not F2. Hold the F8 key and if that does not do it then you need to boot from your Windows CD -> Goto Recovery Console and run a CHKDSK on your hard drive.

If that does not work then boot again and go past the Recovery and do a repair...

it wont let me do anything, not even my mouse or wireless keyboard is working, so i cant press F8 to boot the system, nothing is starting up

You'll likely need to attach a PS/2 keyboard to be able to boot into safe mode, since the drivers for the wireless won't load until Windows starts (which it isn't doing)....

i tried the same with the original keyboard and still had no effect, as i turn the computer on the lights on the keyboard come on then go off straight away, its like its not recognising anything, the same with the mouse, it illuminates then goes off
