Computer wont boot, just constantly beeps.

I know, i know, check the ram. lol
that's not it.
Here's the situation, im trying to fix a friends computer that stopped working after they tried to plug in a usb photo printer and it surged when they plugged it in. Now when you turn it on it displays the Compaq logo and just constantly beeps as fast as it can. There isn't any pattern to the beeping, just constant. Ive even put new thermal paste on the cpu, tried a different hard drive, power supply and have swapped the ram around a few different times.
Did they fry the mobo?

Have u try to start the system with ram(single stick),video card (use onboard video if the mobo support),cpu, remove other components and start the system. Yes it could be the board is bad.

Just tried that with no luck & video card is on board. Tried both sticks of ram one at a time.

Forgot to mention i also took out the cmos battery for a few hours to reset the BIOS (didnt help) and noticed that when it first turns on the fans speed up then right when it starts beeping they slow down to about half power.

You're troubleshooting is a bit off track. There was no reason to change the paste, the HDD or pull the battery. The beeping is the clue. And there IS a pattern...constant beeping! If you had checked the HP/Compaq site, you would find that it means a bad power supply. That would seem to make sense because you had some sort of power surge. Do you have one you can try temporarily?
