computer will not load bios or freezes

Specs: Windows XP, 1024
when i turn on the computer it will sometimes not load the bios or iif it does it just freezes there or while loading xp or if it gets to desktop it will freeze at any point. like a said most of the time this happens and sometimes it will work ok. when the bios is not loading i can see the pc light on.

You should be lucky. I have never seen a CPU with a light on. Plenty of computers but never a CPU.

The first thing to do is run a memory check. Download an run Memtest86.

Any errors at all and the RAM needs replacing.

ok did the memory test and found no errors. whats next.?
if the pc does not freeze and if i restarted it work ok only happens when i completly turn it off.

The next thing to think about is the power supply. The only way to test that is to replace it with a known good power supply.

Just testing the voltages with a voltmeter will only give you limited information. It does not check how the power supply performs under load where it appears to be failing.
