Solved Computer will not boot up

Specs: Windows 7
Power button will not light up, but fans come on. The HD activity light comes on and stays a dim red. It seems nothing else is getting power. Please help!!!

Did you install or uninstall anything when this happened?

Dell Optiplex 740 Enhanced, AMD Athlon 64, 4gb Ram. Windows 7 Pro 32bit.
Dell Optiplex 780, intel Core2 Quad, 16gb Ram. Windows 10 Pro 64bit

Did You Change Anything On Hardware, Jumper Setting, BIOS Setting, ... ?

If No,
A- PSU Problem (Damaged), Check Voltages.
B- BIOS Settings Changed. Run BIOS Setup and Check.
C - Short Circuits and Damaged System Devices :
C-1 - Disconnect HDD,CD,DVD, Power On The System and Check.
C-2 - Remove Installed CARDS, Power On The System and Check.
D - RAM Problem.

If it's a desktop and if the PSU has a 115/230 voltage switch make sure that switch is in the correct position. DON'T GUESS and only flip the switch with the power cord disconnected.
