my moms cpmputer won't boot...a tech took control of her system and backed up her files...he told her to put a new operating system on which she does not have...when the problem began the computer showed a hardware message [ she can't remember details] and i want to know why the hardware issue is not being dealt with or will the new operating software fix the problem? thank you

Nor do we know what the tech was thinking when he told your mom to reload the OS. Nor do we know if reloading the OS will fix the issue.
Start from the beginning and tell us what the hardware error said.
I'd guess what the tech meant by 'new operating system' was probably 'a fresh install of the OS' and not necessarily an upgrade to a newer OS. Does your mother have any original disks--maybe restore disks? It's also possible the hard drive has a restore partition on it.
