computer starts in bios

Specs: Windows 7
can re-set the date and time in set up (F1) and the computer will boot in windows when F2 is pressed however after shutting down the computer and re-starting it the whole process starts again? The laptop does not seem able to store the date and time. Could this be why it always boots up in BIOS?

Thanks will do. Could this be why it powers up automatically when ac plugged in, and also when surfing does not recognise website security certificates?
How easy is it to replace the CMOS battery?
