Computer shuts down and restart randomly

Specs: Windows 10, Intel I-7 2600
Hello, everybody,

I've had a certain problem for some time that I can't fix. It all started when my PC just shut down as if it lost power. I didn't think about it any further and ordered a new power supply there that could be damaged by more frequent power failures so I thought at least. The problem was still there after installing the new PSU, so I tried to find Windows errors myself which was unsuccessful. Since my PC had its best time behind it I decided to replace most of the parts. New CPU, New RAM, New Motherboard, New Fans, New Hard Drive (SSD), New BIOS Battery. When I wanted to sit full of anticipation in front of the "new" PC with Windows - Boot Stick the whole thing started all over again. Sometimes he drives up and after 2 seconds again down and that for several times then he holds out for 2 hours and then drives down again. When he comes to Windows he shuts down normally without going out as if he had pulled the plug. If he does not come so far he simply switches off. I have the PC also already connected to a friend because I thought that the circuit would be overloaded but also there was the same problem. If the PC then drives down he drives up after some time again high here is no pattern to see that can be 1 minute up to hours. Here I thought that someone sends Magic Packets or something like that to wake up my PC but even without LAN connection the error remains the same. I dont know why he boots up when he wants to or why he shuts down with no reason the only thing i get is the Event ID 109 in the event viewer wich was already there before i replaced most of my parts i cant get through this error i appriciate every kind of help thanks a lot. Here my Specs:

edit: CPU Temps are okay from 35C - 60C

CPU: Intel I-7 2600
RAM: Hyper x Ram 2x4GB 1333mhz
GPU: Geforce gtx 960
PSU: 450 Watt Corsair VS Series VS450 White Non-Modular 80+

Does it shut of randomly or after some time of not touching the mouse/keyboard?

random startup+shutdown could be a sheduled defragmentation task

or like you pointed out a faulty PSU.

I have a friend of mine who came by to let me check his PC, we ended up checking the 12v 5v and 3.3v cables from the 24-pin connector with a volt meter, turned out nhis -12V was reading -8V, causing issues almost immediatly after getting into windows.

So i told him to get a replacement as the PSU was still under warranty :)

Any clues in the event logs?
You didn't change the GPU??
If available, use the on-board GPU for a while. remove the GTX960.
