Computer Shuts down after 2 Second

Specs: WinXP, E8400 -4Gig
My Computer was Working Superb For a Year Up to last night, Today when I boot my Machine The Computer Power Up for 2 till 5 second then Shuts down, I noticed that my CPU Fan Xigmatek HDT-S1283 Direct Touch 3 Heatpipe Heatsink AM2 LGA775 Not Spining

Note: PC's CPU fan does not spin when computer is turned on. Nothing
comes on the monitor. The case Fan Antec 900 spins and the motherboard, the
CD Roms and Drives have power. The system does nothing when turned on.

Is the Problem Related to the CPU Fan
Or to the CPU Itself Or To the PSU

PS: I still Have the CPU Original Stock Fan
Should I used Or Buy Another Xigmatek CPU FAN...

I think the psu is gone, try to swap psu.

edit: did u hear any beeps when start pc?

Open the case and watch to see if CPU fan is turning.

Have you cleaned the CPU fan? If it is gummed up and cannot spin the system will not boot. Of course you may have a powersupply issue here but if other fans spin and the CPU fan doesn't budge it may be the problem.

well I fixed my PC The Culprit was A Broken Sata Cable To The HDD As soon I changed the Cable my Computer Booted like a Beast
