Make, model, age of system?

What was the precursor to this, are doing a Windows reload? If yes, why?

The PC is home assembled using Gigabyte mother board and Pentium dual core processor - running XP pro - I had installed an upgrade of my registry cleaner and when I booted up the system the next day this fault was occurring.

Try going into Windows Safe Mode & uninstall that registry cleaner. Then reboot into regular mode to test.
