Computer only boots to a green screen

Specs: Windows XP Service Pack 2
Well I'm working on a computer at the moment and I suspect the hard drive's MBR was corrupted but just to check I tried the hard drive on another computer. I remove the SATA hard drive in the test computer and use the IDE for the hard drive I'm checking. It works fine then I plug them both in so I can disk check the corrupted hard drive and such and it works fine but, the hard drive is still corrupted. So I take it out and plug the original SATA hard drive in the test computer and now it only displays a green screen. No BIOS screen or anything just green.
Do you have any idea what's wrong? I unplugged everything and plugged it back in. I tried a new power supply but it only displays this screen:

You have a short some where. Does it POST normally when you pull the drive out? If so it is time to get another hard drive. If not then the problem is in your Mother Board.
