computer not coming on replaced PSU

Specs: Windows XP
My computer was not coming on. The fans would spin and immediately shut down.
The Power Supply was making LOTS of noise so I got a new one, put it in, plugged everything
back in and it still doesn't want to turn on. The fans still spin for a second or so then it goes dead. What could be my problem

Could you tell us something about the new power supply ? Brand, watts, amps, etc. ? How about some of the specs for your computer as well ?

First, the computer was doing this from the start. The Power Supply needed to be replaced! I replaced it with an Orion HP-585D 4 pin + 12 V power.
I am thinking it is either the hard drive or the motherboard. I am not sure?

No, it's most likely the power supply.
