Specs: Windows XP
My computer keeps trying to access DVD drive on startup and windows 7 won't start. It worked fine just a few minutes before.

Do you have a disk in the DVD drive? If so, remove it.

I found out that the plug on the mother board was loose. it is Ok now. The next problem is the computer gets stuck on the Abit screen asking to press Tab or Del but my keyboard and mouse are not loaded. All this started after I installed a PCI card. I took the card out and it still doesn't go.

Check all connections that may have loosened.
Did you ground yourself before touching anything inside the computer case? (static can damage components)
Did you have to use excessive pressure when installing the card?
Are you sure the card and slot are both regular PCI?
If the keyboard is USB, use it on rear port directly on the motherboard, not on an expansion card or front port. Do not use Wireless keyboard since it will only work after Windows drivers are loaded at boot up. If available try a different keyboard, especially a PS2 keyboard if you have one from an old computer.
Try clearing CMOS (see your manual) and resetting Defaults in BIOS after that.

You have to be a little bit crazy to keep you from going insane.

The computer shop said the motherboard had some cracked capacitors so I guess I need a new MB.

If it worked fine just recently then I would suspect the shop's diagnosis. Look at the link below to see what bad capacitors look like. They don't go bad all at once. The computer will get harder and harder to start up properly, until finally it won't boot at all.
