Hold the power off/on button down for at least 5 seconds. That should shut it down ready for a restart.

Always pop back and let us know the outcome - thanks

If you have a desktop I suggest you set your power settings for the hard drive to never.

I suspect it's not stuck in some power saving mode but has a hardware failure. Fans and drives can spin up and LEDs can flash on a dead computer. If you do as Derek suggests does it then restart?

What happened prior to it having this problem?

Not sure how it came about ... I inherited the problem...but when I hold the power button for 5 seconds or so it does power off and when it restarts it says the same thing: It's in power saver mood..hit any key or move the mouse...but none of that works....

Try shutting down, removing domestic power (and battery if it is a laptop), then hold the power off/on button in for about 5 seconds. It probably won't help but it sometimes discharging the electricity can unstick things, so it's worth a quick go.

Always pop back and let us know the outcome - thanks

It actually says 'hit any key or move the mouse'? Then I guess it must be in a sleep mode. If what Derek suggests doesn't work then try restarting it and start tapping F8 before the OS would normally start loading. If you get the boot menu screen then see if you can get to safe mode. If so then try a shutdown and then a normal restart.
