computer getting strange lags, spikes

Dell Studio xps 8100 all-in-one desktop...

Specs: Windows 7
I recently installed an (Msi 5870) and a (cooler master 650watt GX psu)
after installation everytime when I use the pc for around 15 min the whole pc start to lag(mini freezes every second) and even the internet connection seem to be affected, because when I'm playing a game I get dropped. when I shut down the game with nothing running on desktop it still lags and waiting don't seem to fix the problem.

the strange thing is if I immediately restart the pc everything goes back to normal with nothing wrong, and I could use my pc for whole day doing whatever I was doing and not lag at all.
apparantly this lag only happens when I've shut down my pc for few hours,and when I start it for 15min the lag happens, I restart, everything is good for as long as I don't turn off the pc. once i shut down the pc for few hours,the cycle repeats.

This is very strange thing and the only variable noticeable is the few hour shut down brought a difference, not enough varible to figure out the problem if anyone else had the same problem please help.

I began noticing the exact same issue with my pc about 3 days ago. At first i thought it was bad batteries in my mouse so i changed them out but then realized the whole system was lagging even on the desktop when i would get pauses in music and movies at exactly one second intervals. ive also noticed that the whole restart thing is exactly the same as you. if i reboot after the lag starts, i have no lag the rest of the day. it's only the initial boot after a several hour power off that the lag occurs.

AMD Athlon x2 64 4200
geforce 8800gts 320 mb
2 gb ram
500gb hdd
evga nforce4 mobo

yes its socket 939 and really old but i find it odd that its doing this in XP Pro and apparently windows 7 as well despite myself not changing anything aside from updating my moto droid drivers from 2.1 to 2.2 so i can use it as a web cam still but uninstalling didint seem to fix it either.

I have returned the graphic card and bought a gtx 460 1gig which is much shorter in size and fit in my mid tower with much more ease and the strange lag and spike stopped so in conclusion, the problem is caused by whether the graphic card it self was not compatible or deffective else it's the ati catalyst driver.
