CD/DVD drive starts and stops

Specs: Windows XP-pro, 2.00 GB of RAM
At first, I thought my internal CD/DVD burner/reader was simply in need of replacement. I would insert a disk, it would spin (light would blink), then stop, then spin (light would blink), then stop... Without interference (opening drive/cutting power), it would continue this cycle without ever actually reading or writing anything.

After having my laptop worked on, viruses removed, this continued to happen. Fed-up, I bought a new external drive to replace it, and put this all behind me. The problem is, my new external drive is doing THE EXACT SAME THING! Now, my computer is wiped clean and I can't even re-install my programs...I'm in worse shape than I was when this whole thing started. :<

Yes, it was a B**** getting XP pro back on and it's refusing anything...I thought I fixed it yesterday as it seemed to be working. However, today, it's decided otherwise. I've been dealing with this for some time...some days it's fine, others, it pulls this stunt. A new reason for my frustration is, if it decides to play a disc (ex: Sims 3), my PC game will start and shortly crash.

I do the same thing on my BF's computer and it plays beautifully. I have my theories, but with so many "fingers" pointing in different directions, I'm a little dizzy. :/ Both my internal and my new external are doing this... it can't be a hardware issue. I reinstalled my driver software and windows help has no solution for me. ?!?

It may be a combination of things...I did have a virus before and thought removing it would solve all my problems. Unfortunately, this problem persists. Recently, I got a new game and I have all, if not more, of the minimum requirements. I followed some online advice and even got Direct X and got all latest updates. Still, both drives are having trouble reading CD content...I even disabled my firewall and anti-viral programs as it seems to try to read the disk but becomes "intercepted" or stopped by some other "program"(?)...

Just now, I entered my game CD into my internal drive. It blinks, but for the most part, does nothing. I put the same CD in my external and it does the stop and go garbage... I entered my operating system CD into the external and it struggles to read it...speeding up and slowing down before it gives up... did I get a faulty drive or can I fix this?

(OS - XP Pro 2004)
WOW, now my internal drive reads my OS CD, but the external won’t… I put in my Sims 2 CD into the internal drive and it worked. But when I put the same CD into the external, it couldn’t read it… but just yesterday, it was able to read my new Sims 3 CD… well, until the game crashed.

1st Attempt: OS CD / SIMS 2 / Sims 3 / Music CD
Internal (OLD) Y Y N Y
External (NEW) N N N Y

Perhaps I need to test my drives for the next couple of days to see if the table above changes… incase today is just one of those “good days” when they decide to work, somewhat. It is interesting that they are both refusing my Sims 3 CD even though it was accepted yesterday…
