Can't defrag HDD even with serveal tools

Specs: Windows 7
Hi,

I have a 1 TB harddrive with two 500 GB partitions on it. Both are around 27% fragmented but i cant seem to defrag the. I have tried the windows defrager, then iobit smartdefrag, and the auslogics defrager. All said defrag finished but still has 27% fragment. Do I have to start in safe mode or boot of some tools disk to defrag it??

How much free space do you have on each partition? Too little and no defrag will happen.

27% fragmentation; that's ridiculously high. Try using the contig utility from SysInternals to analyze and defragment your drive (or even just individual files). It's a deceptively powerful command-line utility.

one is 80% free and the other is 70% free. Windows and auslogics said my hdd is 27% fragmented while iobit said it's 8%. hmmm...

With auslogics, you should be able to see which file is most in need of defragmenting.

Copy it somewhere, then delete, the one on the partition, then try defragging again.

When I ran one of the commercial auto defraggers on my drive after a defrag, it reported more fragmentation as well. You could scan for malware and then run download one of the commercial programs like Diskeeper and set it to run in the background. It defragged very well on the first run.
