When the computer lists the printer stubbornly as offline and it is clearly on and connected, there are two three steps that I use to get it recognized again. The first is the easiest and the second third will work (if the printer is good) nearly always. [I added another between that often helps as well]
1- Unplug the printer, then restart the computer. While the computer is restarting plug in the printer again (wait at least 30 seconds after unplugging to discharge capacitors internally). When the printer finishes initializing, try printing.
2- Go to Devices and Printers and right click on the printer icon and select Troubleshoot. If it tells you to turn printer on, then it failed so quit it.
3- Go to Devices and Printers and right click on the printer icon and select Remove Device. Restart the machine and go back into Devices and Printers and choose Add Printer. When asked, select use Existing Driver.

You have to be a little bit crazy to keep you from going insane.
