Can this be fixed? CPU not turning off.

Specs: Windows 7
Wow. I really am lost with all I read. Anyway, I have a Dell Dimension 2350. Twice now in couple of days, it would not shut off. Monitor looses connection so I can't go to task manager. I turned off my surge protector for time and then it went off - the first time. The second time was weird. The green on/off button stayed lit. When I turned the surge protector back on, the computer turned off. This session (which is why I was trying to turn it off and restart) wouldn't let me enter my password. I have other items (speaker, medical alert, phone) plugged into the surge protector and they are working as should so doubt it is that. Any suggestions? Thank you.

Easy thing you should try first, just against the off chance that it helps:
Turn off computer and remove power plug. Hold the Power Off/On button down for at least 20 seconds to discharge the motherboard components. This sometimes unsticks these sort of things.

EDIT:
Just for info CPU refers to the processor chip - you mean "computer".

Your Dimension 2350 is probably about 10-15 years old. The original OS was WinXP. It would be helpful to post any upgrades that have been done over the years. Also, when's the last time the case was opened & the dust blown out of it? If the answer is "never", it might look like this (or worse) on the inside: https://i.imgur.com/dZXqV.jpg

As to age. Believe it was 2010; One I bought didn't work and then replaced it with a refurbished one. Son in law did clean inside last year. I can ask him to do that again. As to any changes. None. One of the ports on back doesn't work so ue one on front of tower to plug in speakers. Son in law said (over 2 years ago), he could fix that. Thank you.
