Specs: Windows XP
I just bought a new hard drive. Has absolutely nothing on it. Can I use the reinstallation CD Microsoft windows XP Professional SP 1a or 2 to install it on my new hard drive?

If it's the full blown version of Windows XP & you have the product key for it, sure. If it's just the XP Service Pack (SP1a or SP2), no.

You have provided very little info.
If the hard drive is SATA, the XP CDs have no built in SATA controller drivers,and there are additional things you need to be made aware of - the CD may detect no SATA drives.

Yes, if it's an XP Re-installation CD, if the hard drive is IDE, or if the XP CD recognizes your SATA hard drive (because bios settings have been set so the SATA controllers are in an IDE compatible mode, or if you load the SATA controller drivers your mboard requires at the beginning of Setup after pressing F6, from a floppy disk in a conventional floppy drive.)

Use the Product Key that's on the official Microsoft label on the outside of the computer case with it....

...but ONLY if it's for the same computer - an XP Re-installation CD for a brand name computer model for the same brand name model that the CD came with

An XP Re-installation CD for a DIFFERENT brand name computer model will probably refuse to install on any computer except the one it originally came with.

If your XP CD does not have SP3 updates included.....
