A strange question to ask. What difference would it make whether you are talking about deleting files from an internal or external drive? Or is there something else going on here?

Where did the drive come from? Re the prog files you wish to keep, were they "Installed" when the drive was in a different environment and are you planning to try to run them from their new location?

I had an old windows 98 computer that died, I now have another computer. I bought an external hard drive case/enclosure and put the old computer ide hard drive in it. I would like to keep some of the files on the now external hard drive, but i would like to know if I have to keep all of the unnecessary installed programs on it. I will be using it mostly storing files

As long as you don't plan on running any of the software on the 98 drive it should be safe to delete anything you don't want. For example, you could keep any documents, picture, video or music files you want and delete the 98 software that played or created them.

For files created by specialty programs like tax preparation software you may need to reinstall the software on your working drive in order to access those files. But others like music and video files are so common there are many utilities that can use them.
