It could, but then here are lots of things that could cause interference on a phone line. The easiest way to confirm or eliminate the computer is to turn it off and see if the interference disappears.

If you have dsl it also may be a filter on wrong or off.

Knowing what symptoms you have noticed may have helped us to decide a bit better.

If it's a cordless phone, yes. But a hard wired phone shouldn't be affected unless as jefro said, you have DSL internet service with the DSL filters installed incorrectly.
