As best I know - yes

Just as A5 can be cut to A5 x 2

Just make the cut accurate

The best way to get an accurate straight edge is to use a paper guillotine, if you are only using a few sheets at a time then a paper cutter, with a rotary wheel, is probably your cheapest option. Both are available in large stationers or online. https://www.amazon.co.uk/Firbon-Scr...

Just as a small aside, when you cut A3 into A4 then you alter the 'lay' of the paper, the direction in which the fibres lie, so a commercial printer would need to know this, but for home printing you won't have any issues.

Yes a guillotine would be best way - or ask a local print shop if they would oblige with their proffesional cutter, which will be designed to cut quite thick stacks. They mght do it for free or ask a wee small sum.

Is it very expensive paper? Otherwise, wouldn't it be less hassle just to buy some A4?

[1] fold the paper
[2] lick the folded edge
[3] then unfold it
[4] press both hand on each side of the paper & force it apart(while using slightly more force at the top)

I found this site which can explain it a bit better (with pictures):
