bought a new computer coz nobody could help

Specs: Windows Vista Home Premium, 2 gb
I got a new comp but windows xp says username Administrator. but i don't know password. is there a standard password when this first screen pops up?

If it's brand new, there is no password. Just click the administrator icon and you should go to windows. Once in Windows, go to Control Panel / User Accounts and you can customize the logon to whatever you want.

Why did you list Vista Home Premium as your OS if you have XP? If it came with XP, it's not a "new" computer.

There is no standard password. If tapping the enter key doesn't work then you may need to perform a repair install.

Is the computer a desktop or a laptop? What is the brand and model?

but tuesday i bought a used dell dimension
could i use the 3 fujitsu siemens disks to put vista on the dell? it says admistrator and i got no password

there is a microsoft sticker on top of the dell dimension with a number starting X11-then 5 numbers. would this be the administrator password?

No, that is not the password!
If you just bought it there should be no password, or if there was one the seller should have provided it to you. Did you get the DELL restoration disks with the computer? If you did not then get LInux or buy a new XP or Windows 7 CD and install it.
Just in case, the answer to your installing the Fujitsu Vista is no!
