BOOTMGR missing error installing W7 on new HD

Specs: Windows 7 home prem, dual core 3.0/1gb
i just got a new hdd. i set my boot prority to booting from cd rom first. when i boot my computer up with my windows 7 cd, it says bootmgr missing.

why is this happening?

Is the new hard drive the only hard drive installed?

Did the computer then boot the the Windows 7 DVD?

When did you get the message?

no, there is another hard drive which probably crashed. i installed this new one so that i can try to recover my data.

the computer did not even boot into the win 7 dvd.

i got the msg right after they said press del to enter set up.

You may have the cabling/jumpers set wrong.

Are the drives IDE/ATA type (wide flat ribbon)?

the dvd is ide but the hdds are sata.

Did the DVD drive work OK before the hard drive crash?

Verify the DVD drive is being configured by the BIOS in the start up screens.

i manage to figure out that the dvd was messing around with me. i changed to another dvd rom and it worked like a charm.
